0907: Universal clipper enhancement: capture URL and clipping info

Description

The universal clipper is able to clip content from all applications that support Ctrl-C. It can be used with browsers and is particularly useful for those that IQ does not directly support through extensions, such as Google Chrome.

2 enhancements was added:
1- When clipping from a browser, retrieve the URL of the web page.
2- Clip formatting (process HTMLClipperTemplate.HTM, same as when using the browser extensions)
